ASEAN, partners appreciate Vietnam’s ideas, proposals: Spokeswoman



Vietnam’s ideas and proposals at the 54th ASEAN Foreign Ministers’ Meeting and Related Meetings have been supported by ASEAN member states and partners thanks to their appropriateness, activeness and practicality, 

Spokeswoman of the Ministry of Foreign Affairs Le Thi Thu Hang told the ministry’s online press briefing on August 5.

Regarding the ASEAN Community building, Hang said that Vietnam highlighted solidarity and unity as the foundation of ASEAN’s strength, and suggested the bloc promote its internal resources and hold responsibility for the common development of the region.

In implementing the results achieved in 2020, the countries agreed with Vietnam’s opinion on speeding up the assessment of the performance of the ASEAN Charter, the development of the ASEAN Community Post-2025 Vision as well as the combination of sub-regional development cooperation with the ASEAN Community building process.

Regarding the response to the COVID-19 pandemic, Vietnam proposed ASEAN take advantage of cooperation opportunities with partners, especially in procurement and technology transfer for vaccine production, and soon complete the ASEAN Travel Corridor Arrangement Framework this year to ensure connectivity and promote recovery of the region, Hang stated.

For external relations, the countries also shared Vietnam’s views on the need for ASEAN to continue promoting the role of ASEAN-led mechanisms, uphold solidarity, promote internal resources, ensure a common voice and fair approach in relations with partners, and maintain the bloc’s central role in the regional structure, she said.

She went on to say that the nations also assessed that Vietnam had well fulfilled its role as a coordinator of ASEAN-Japan relations, thus contributing to exploiting cooperation potential, taking advantage of opportunities and overcoming many challenges, especially in COVID-19 response, and expanding and deepening collaboration between the two sides.

The countries contributed and pledged to contribute a total of 20.8 million USD to the ASEAN COVID-19 Response Fund, in which the bloc has agreed to use more than 10 million USD for the purchase of vaccines through the United Nations Children’s Fund (UNICEF).

In addition, the partners also affirmed that they will maintain support for ASEAN’s initiatives on COVID-19 prevention and control, and made specific commitments and initiatives to support the bloc in improving the capacity of preventive medicine as well as research, development and access to COVID-19 vaccines in a safe, effective and equal manner, Hang said./.

Vietnam president to visit Cuba, attend United Nations session in US



Vietnam’ s State President Nguyen Xuan Phuc will pay a three-day visit to Cuba before taking part in the ongoing United Nations General Assembly session in the U.S., the Ministry of Foreign Affairs said on Wednesday.

The official visit to Cuba will take place from September 18 to 20 at the invitation of First Secretary of the Communist Party of Cuba Central Committee and President of Cuba Miguel Díaz-Canel.

Vietnam and the Caribbean country established diplomatic relations on December 2, 1960, nearly two years after the successful Cuban Revolution on January 1, 1959.

Over the past six decades, the traditional solidarity, mutual support, and comprehensive cooperation between the two countries have been consolidated and developed in politics, economics-trade, security-defense, agriculture, construction, education, health, biotechnology, traffic, and sports.

The two sides have maintained cooperative relations and assistance to each other within international organizations and multilateral forums, particularly at the United Nations.

In recent times, senior leaders and ministries of the two countries have maintained their relationship through online exchanges due to the impacts of the COVID-19 pandemic.

During a phone dialogue with his Vietnamese counterpart on August 23, President Díaz-Canel promised to deliver 10 million doses of Abdala, a Cuban-developed COVID-19 vaccine, to Vietnam before the end of this year.   

The Cuban leader also said Cuba plans to send experts to the Southeast Asian country to transfer its vaccine production technology.

Earlier on July 27, President Díaz-Canel held a phone talk with General Secretary of the Communist Party of Vietnam Nguyen Phu Trong.

On April 1, 2020, the Vietnam – Cuba Trade Agreement officially came into effect, bringing benefits to businesses of the two nations and creating favorable conditions for bilateral trade.

After the Cuba visit, State President Phuc and his entourage will attend the high-level General Debate of the 76th session of the UN General Assembly (UNGA 76) and conduct a number of bilateral activities in the United States from September 21 to 24, the foreign ministry said.

The UNGA 76 opened on Tuesday and will end on September 30.

Vietnam is currently a non-permanent member of the United Nations Security Council (UNSC) for the 2020-21 term, after getting 192 votes out of the 193 member countries and territories of the UN General Assembly on June 7, 2019.

This is the second time the Southeast Asian country has been elected as a non-permanent member of the UNSC, after the first in 2008-09.

President Nguyen Xuan Phuc will lead a high-raking delegation of the Vietnamese Party and State to pay an official visit to Cuba from September 18 to 20.

The visit is made at the invitation of Miguel Díaz-Canel, First Secretary of the Communist Party of Cuba’s Central Committee and Cuban President.

Later, from September 21 to 24, the President and the Vietnamese delegation will attend a general debate of the UN General Assembly’s 76th session and hold a number of bilateral activities in the US./.

State funeral held to commemorate General Phùng Quang Thanh

 HÀ NỘI — The State funeral for General Phùng Quang Thanh, former member of the Politburo and former Minister of National Defence, was held at the National Funeral Hall in Hà Nội yesterday (Wednesday).

The funeral was held by the Party Central Committee, National Assembly, State President Office, Government, Việt Nam Fatherland Front Central Committee and his family.

Delegations from the Party, State, National Assembly, Government, Việt Nam Fatherland Front, the armed forces, and crowds of officials from the capital city and many other cities and provinces nationwide gathered at the National Funeral Hall to pay tribute to the General.

Writing in the funeral guest book, President Nguyễn Xuân Phúc noted that General Phung Quang Thanh had dedicated his whole life to the revolutionary cause of the Party and the nation. He is an exemplary communist soldier and a brave, wise, decisive and mature commander in battle, he wrote.

The respect-paying ceremony and memorial service were held yesterday morning followed by the burial ceremony which took place in the afternoon in his hometown in Thạch Đà Commune, Mê Linh District of Hà Nội.

General Phùng Quang Thanh passed away after a period of illness at 3:45 am on September 11 at his private home in Hà Nội.

He was born on February 2, 1949 in Mê Linh District, Hà Nội (formerly in Vĩnh Phúc Province).

He joined the army at the age of 18 and was admitted to the Communist Party of Việt Nam, then known as the Việt Nam Workers’ Party, one year later in 1968.

Thanh fought in various battles of the war against America, notably during the counter-offensive of the Việt Nam People’s Army against Operation Lam Son 719 where he served as company commander in the 9th Battalion, 64th Regiment, 320th Division.

He commanded his platoon to accomplish the mission and was awarded the prestigious title Hero of the People’s Armed Forces on 20 September 1971.

In 1971 he studied in the School for Infantry Officers, later in the Academy of Infantry.

After the war, Thanh continued to hold several positions from chief of staff of the 64th Regiment to acting commander of the 312th Division in 1988. In 1991, after two years studying in the Soviet Union and the Military Academy of Việt Nam, Thanh was promoted to commander of the 312th Division.

Afterwards, he served in the General Staff of the Việt Nam People’s Army from 1993 to 1998 and as commander of the 1st Military Zone from 1998 to 2001.

In 2001, Thanh became Chief of the General Staff of the Việt Nam People’s Army and Deputy Minister of Defence.

He then held the position of Minister of Defence. He was awarded the rank of General in 2007.

He was a member of the Politburo of the 10th and 11th Party Central Committee.

The General was honoured with the title ‘Hero of the People’s Armed Forces’ and many other noble titles. —
