Detailed flood, landslide risk maps to be created: Deputy PM

Creating more detailed flood and landslide risk maps is among the solutions the Government will carry out in the time ahead to cope with possible natural disasters, Deputy Prime Minister Trinh Dinh Dung said on November 6.

Responding to legislators’ questions at the National Assembly’s ongoing 10th session, he said prolonged flooding and Storm Molave, the strongest one in 20 years, have caused heavy losses of life and property in the central region.

The impact of climate change and extreme weather conditions, especially storms and floods, are currently major challenges to many countries around the world, and Asia is the hardest-hit continent.

Stressing human factors as a major cause of recent landslides, the Deputy PM elaborated that Vietnam ranks 50th among 193 countries and territories in terms of forest coverage, over 41 percent of its area, but forest quality remains low and deforestation for farming and industrial purposes have yet to be prevented thoroughly.

Besides, the construction of infrastructure like transport facilities, power transmission lines, pipeline, housing, and irrigation and hydropower reservoirs without careful consideration in mountainous areas has also increased landslide risks in the rainy season, he explained.

Dung said the Government will press on with overhauling regulations on natural disaster prevention and control and review climate change scenarios which will serve as the basis for building response plans.

It will also make a disaster prevention and control strategy for 2021-2030 and include climate change and disaster response contents in national, regional, sectoral and provincial planning.

More detailed flood and landslide risk maps will be drawn to serve evacuation, he said, noting that only large-scale maps were made while where exactly vulnerable places are haven’t been identified.

Particularly, the Government will strictly manage the building of socio-economic infrastructure in mountainous areas. These facilities must satisfy climate change response and disaster prevention requirements, and encroachment upon natural and protection forests must be minimised during their construction.

It will also order localities to upgrade reservoirs and dykes to ensure their safety, invest in anti-erosion facilities for river banks and coasts, build more anti-flooding houses in coastal central provinces, and improve shelter areas for vessels.

Additionally, the Government will work to promote the capacity of disaster prevention, search and rescue forces at all levels, and purchase more vehicles and equipment for the tasks, according to Deputy PM Dung./.VNA

Deputy Minister of Foreign Affairs Nguyen Quoc Dung on January 15 called on correspondents from foreign press agencies and cultural and press attachés 

as well as representatives from foreign agencies in Vietnam to help in promoting the country’s image among international friends.

At a New Year gathering in Hanoi, Dung highlighted their contributions to enhancing cultural links and mutual understanding between Vietnam and peoples worldwide.

In his remarks, the deputy minister reviewed the major political and socio-economic achievements Vietnam recorded last year, saying it successfully performed its role as ASEAN Chair 2020 and non-permanent member of the UN Security Council for 2020-2021.

Bilateral and multilateral diplomacy has been strengthened both online and in-person, he said. Vietnam has also enhanced economic ties through the implementation of major trade deals like the EU-Vietnam Free Trade Agreement (EVFTA) and the Regional Comprehensive Economic Partnership (RCEP).

The country also saw positive outcomes in protecting citizens overseas amidst COVID-19, land border marker planting and demarcation, territorial sovereignty protection, and cultural diplomacy, he went on.

Dung said fact-finding trips to localities were organised for foreign reporters, cultural and press attachés, and representatives of foreign agencies in Vietnam during the year, in an effort to promote local potential.

Many have expressed a belief that Vietnam will become a bright spot in economic growth post-COVID-19, contributing significantly to peace, stability and development in the region and the world at large./.VNA

The 12th Party Central Committee convened its 15th plenum in Hanoi on January 16 under the chair of Party General Secretary and State President Nguyen Phu Trong.

The plenum will focus discussions on personnel work in connection with the Party Central Committee, the Politburo and the Secretariat, as well as key leading positions in the 13th tenure.

The conference is also scheduled to approve a report of the 12th Party Central Committee on personnel work related to the Party Central Committee in the 13th tenure and another on documents to be submitted to the 13th National Party Congress.

At this plenum, the Politburo is to submit draft lists of the Presidium, the Secretarial Delegation and the Commission for Verifying Eligibility of Delegates of the 13th National Party Congress. The Party Central Committee will give opinions and approve the lists, which will then be submitted to the 13th congress for consideration and approval.

The 15th plenum is of special significance as it will discuss and make decisions on remaining preparatory work for the successful organization of the 13th National Party Congress.

The event will last until January 18./.VNA

O’ Brien made the affirmation during phone talks with Vietnamese Deputy Prime Minister and Foreign Minister Pham Binh Minh on late January 15.

During the talks, the two sides welcomed the two countries’ flexible organisation of activities to mark their diplomatic relationship in the context of the COVID-19 pandemic.

They shared the assessment that bilateral ties are enjoying strong development in many fields, and agreed to continue working for the stable and intensive development of the Vietnam-US comprehensive partnership based on respect for each other’s independence, sovereignty, territorial integrity and political institutions for mutual benefits.  

Deputy PM Minh appreciated the National Security Advisor, Trade Representative and Secretary of State of the US for listening to and taking note of the concern of the two countries’ business communities during the USTR’s investigation into Vietnam’s monetary policy and timber materials under Act 1974’ Section 301.

The US Security Advisor said Vietnamese ministries and agencies have cooperated with US partners as well as coordinated with the USTR during consultations in the framework of the 301 investigation.

He affirmed that active dialogues between the two sides helped promote the stable development of bilateral trade, benefitting businesses and people of both countries./.VNA
