The Foreign Ministry’s Press Department is discussing with the Health Ministry to make it easier for foreign reporters to cover news about vaccination for Vietnamese citizens in line with prevention and control regulations.

AstraZeneca COVID-19 vaccine

Spokesperson of the Foreign Ministry Le Thi Thu Hang shared information about COVID-19 vaccination plan in Vietnam during a regular press conference which took place virtually on February 25.

She said Prime Minister Nguyen Xuan Phuc assigned the Government Office and Health Ministry to soon submit a Resolution on vaccination and priority groups to him. At a meeting of the permanent members of the Government and the National Steering Committee on COVID-19 Prevention and Control on February 24 morning, the Health Ministry gave its first proposal regarding priority cases, firstly front-line staff in the fight against the pandemic, including medical staff, staff of the National Steering Committee on COVID-19 Prevention and Control at all levels and those at quarantine sites, press and diplomatic staff, customs and immigration officers, army and public security forces, teachers and those aged above 65, suppliers of key services in the fields of aviation, transportation and tourism, electricity and water services; people with chronic diseases and those wishing to work and study abroad, those in pandemic-hit areas and others in line with the Government’s regulations.

She said the proposal must wait for the Prime Minister’s decision and the Government’s Resolution.

About vaccine suppliers, she said the Health Ministry and Vietnamese firms have been negotiating with vaccine manufacturers and suppliers in the world, including COVAX Facility, AstraZeneca, Pfizer, Sputnik V to provide vaccination for people as soon as possible.

On February 24, the first batch of vaccines, including 117,600 doses provided by AstraZeneca, arrived in Vietnam, she said, adding that the country is focusing on studying and producing vaccines at home. At present, the study and trial is on schedule.

Vietnam wants to access quality vaccines at reasonable prices which could be preserved under Vietnam’s conditions, she said./.VNA

Vietnam shows best corruption control in public sector in 10 years

The control of corruption in the public sector last year showed the best performance in a decade, since the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) survey was first conducted.

The 2020 PAPI report, released on April 14, indicated that in 2020, the percentages of respondents seeing bribes as necessary for jobs in state agencies, health-care services at district-level public hospitals, land use right certificates, fair treatment by primary school teachers, and the granting of construction permits continued declining since 2016, the first year of the 2016-2021 government term.

As many as 18 provinces and cities made significant progress in the control of corruption in the public sector last year compared to 2019. Out of the 16 best performers, seven are from the south, four from the central region, and three from the north. As in previous years, Ben Tre performed well overall in this dimension. Six provinces experienced significant setbacks in 2020, with Ninh Thuan and Ninh Binh had the largest declines.

Nine out of the top 10 performers in controlling corrupt behaviours in local administrations and public services are central and southern provinces. Quang Ninh, Dong Thap, Ben Tre, Quang Tri, and Quang Nam are the top five performers in this indicator.

Compared to the 2016 findings, personal relationships have become less important in all provinces and cities, implying that local administrations may have paid greater attention to a fair recruitment of state employees. However, personal relationships remain very important for five public office positions at the commune level, even among the top performers.

The control of corruption in the public sector is one of the eight dimensions in the PAPI survey. The others are the participation at local levels, transparency in local decision making, vertical accountability towards citizens, public administrative procedures, public service delivery, environmental governance, and e-governance.

PAPI is a flagship governance programme initiated by the UN Development Programmes in Vietnam since 2009. It measures and benchmarks citizens’ experiences and perception on the performance and quality of policy implementation and services delivery of all 63 provincial administrations in Vietnam to advocate for effective and responsive governance.

Over 14,700 citizens were interviewed for the 2020 PAPI Report. This is the largest number of citizens to participate since the survey was first conducted nationwide in 2011. For the first time, the survey also gathered responses from citizens with temporary residence registration status. Nearly 300 migrants were surveyed in six provinces and centrally governed municipalities (Hanoi, Ho Chi Minh City, Bac Ninh, Da Nang, Dong Nai, and Binh Duong)./. VNA

Party leader lauds outgoing US ambassador’s contributions to Việt Nam-US ties

HÀ NỘI — Party General Secretary Nguyễn Phú Trọng hosted a reception for outgoing US Ambassador to Việt Nam Daniel Kritenbrink in Hà Nội on Thursday, during which the Vietnamese leader recognised the diplomat’s contributions to the increasingly practical and effective development of the comprehensive partnership between Việt Nam and the US.

He affirmed Việt Nam’s external policy of independence, self-reliance, peace, friendship, cooperation, development, multilateralisation and diversification of foreign relations, and active international integration, adding that Việt Nam hopes to further strengthen the Việt Nam-US comprehensive partnership.

The Party chief asked the ambassador to convey his gratitude to US President Joe Biden for his congratulations on the Vietnamese leader’s re-election as the General Secretary of the Central Committee of the Communist Party of Việt Nam.

Through the ambassador, he invited the US President to visit Việt Nam soon. He expressed his belief that the Việt Nam-US relationship will be further developed in an effective and practical manner in the working tenure of President Biden.

For his part, Kritenbrink lauded the dynamic development of Việt Nam as well as the country’s positive role, position and contributions in regional and global issues.

He said he believed that with strategic, capable and practical leaders, Việt Nam will continue to make stronger steps forwards. The diplomat thanked leaders of the Party, State, ministries, and sectors of Việt Nam for supporting and coordinating with him so that he can complete his mission.  

Showing delight at the positive, practical and effective expansion of Việt Nam-US relations over the years, he reaffirmed that the US attaches importance to and hopes to further deepen the comprehensive partnership with Việt Nam in all fields on the basis of mutual respect for each other’s independence, sovereignty, territorial integrity and political institution.

The ambassador showed optimism about the prospects of bilateral ties in the future, pledging that in any position, he will continue to make contributions to the growth of the Việt Nam-US relationship.

US President Joe Biden three weeks ago announced his intent to nominate Kritenbrink to serve as Assistant Secretary of State for East Asian and Pacific Affairs, according to the White House’s website.

Daniel Kritenbrink has been US Ambassador to Việt Nam since 2017. —

President Phúc hosts outgoing Russian Ambassador

HÀ NỘI — State President Nguyễn Xuân Phúc received Russian Ambassador Konstantin Vnukov who came to bid his farewell at the end of his tenure in Việt Nam.

At the reception, President Phúc congratulated the diplomat on the successful completion of his mission in Việt Nam and his being awarded the Vietnamese State’s Friendship Order for his contributions to the Việt Nam-Russia comprehensive strategic partnership.

Expressing his delight at robust growth of the partnership between the two countries, the President stated that Việt Nam always attaches importance to its traditional friendship with Russia. He said he welcomes the maintenance of regular bilateral exchanges at all levels, particularly at the high level.

He also praised the outcomes of the recent phone talk between Party General Secretary Nguyễn Phú Trọng and Russian President Vladimir Putin, saying they have contributed significantly to boosting the countries’ comprehensive cooperation.

Affirming Russia’s important role to stability and security in the Asia-Pacific region as well as in the world, Phúc said Việt Nam wants to increase its collaboration and mutual understanding with Russia at international forums and organisations, including the UN and ASEAN.

For his part, Vnukov underscored his gratitude toward the assistance he and the Russian embassy received from Việt Nam’s Party, State, ministries and competent agencies during his tenure.

He pledged that in any position, he will make all-out efforts to promote the fruitful friendship and multifaceted cooperation between Việt Nam and Russia. —
