National Assembly to elect state leaders in late March

The upcoming National Assembly session, which will take place from March 24 to April 7, will elect a number of positions in the State apparatus for the 2016-2021 term.

National Assembly Chair Nguyen Thi Kim Ngan said at the 53rd session of the 14th National Assembly Standing Committee which concluded on February 23 that the upcoming National Assembly session, which will take place from March 24 to April 7, will elect a number of positions in the State apparatus for the 2016-2021 term.

During its 53rd session, the National Assembly Standing Committee gave comments on the preparation of the 11th session of the 14th National Assembly, the last session of the National Assembly’s 14th term.

National Assembly General Secretary Nguyen Hanh Phuc said that during the upcoming session, National Assembly deputies will spend 2.5 days to discuss the report on the National Assembly’s 14th term and summary reports of the State President, Government, National Assembly Standing Committee, Ethnic Council, the National Assembly’s Committees, Supreme People’s Court, Supreme People’s Procuracy, and State Audit of Vietnam.

The rest of the time, the National Assembly will consider and decide on other important issues, including 6.5 days for personnel work.

Vietnamese people will cast their ballots to elect deputies to the 15th National Assembly and local People’s Councils in May this year. In the new year, the National Assembly Standing Committee will do its utmost to fulfil set targets, with the focus on thoroughly preparing for the organization of elections of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 tenure, said National Assembly Chair Ngan.

The following legislature is expected to have 500 deputies, including 207 deputies working at central agencies. As many as 95 deputies are members of the Party Central Committee.

President Phúc hosts outgoing Russian Ambassador

HÀ NỘI — State President Nguyễn Xuân Phúc received Russian Ambassador Konstantin Vnukov who came to bid his farewell at the end of his tenure in Việt Nam.

At the reception, President Phúc congratulated the diplomat on the successful completion of his mission in Việt Nam and his being awarded the Vietnamese State’s Friendship Order for his contributions to the Việt Nam-Russia comprehensive strategic partnership.

Expressing his delight at robust growth of the partnership between the two countries, the President stated that Việt Nam always attaches importance to its traditional friendship with Russia. He said he welcomes the maintenance of regular bilateral exchanges at all levels, particularly at the high level.

He also praised the outcomes of the recent phone talk between Party General Secretary Nguyễn Phú Trọng and Russian President Vladimir Putin, saying they have contributed significantly to boosting the countries’ comprehensive cooperation.

Affirming Russia’s important role to stability and security in the Asia-Pacific region as well as in the world, Phúc said Việt Nam wants to increase its collaboration and mutual understanding with Russia at international forums and organisations, including the UN and ASEAN.

For his part, Vnukov underscored his gratitude toward the assistance he and the Russian embassy received from Việt Nam’s Party, State, ministries and competent agencies during his tenure.

He pledged that in any position, he will make all-out efforts to promote the fruitful friendship and multifaceted cooperation between Việt Nam and Russia. —

PM Chinh chairs Cabinet meeting

Prime Minister Pham Minh Chinh chairs Cabinet meeting on Thursday morning to debate an action plan to realize the Resolution adopted at the 13th National Party Congress.

In his first policy speech after he was elected Prime Minister, Chinh stressed the need to build an action plan to translate the aforesaid Resolution into reality, with a focus on the following tasks:

(i) Continue improving the socialist-oriented market economy institutions, mechanisms, and policies; innovate growth model and restructure the economy.

Decentralization of power will be further strengthened while responsibility of organizations and individuals will be clarified to promote autonomy and creativity of all levels and sectors.

(ii) Continue stepping up the building of a law-governed State, uphold the rule-of-law spirit, strengthen discipline in the State apparatus and the whole society; actively prevent and consistently and perseveringly fight corruption and wastefulness through adoption of strong mechanisms and solutions; promulgate mechanisms to encourage and protect those who dare to think, dare to do and dare to take responsibility for common benefits.

(iii) Mobilize and effectively use all resources in favor of national development; foster strategic infrastructure development; attach importance to national digital transformation and digital economy based on science and technology  development; create more favorable environment and conditions conducive to businesses; stay active and introduce effective solutions to overcome negative impacts of national calamities, climate change, environmental pollution, and epidemics, especially the COVID-19 pandemic.

(iv) Resolutely and perseveringly safeguard national independence, sovereignty, territorial integrity; ensure national defense, security, social order and safety; continue pursuing consistently the foreign policy of independence, self-reliance, multi-lateralization and diversification of external relations for peace, cooperation and development as well as active and proactive international integration, making Viet Nam a responsible and trusted member of the international community.

(v) Build mechanisms and policies to promote the cultural and human values, serving as driving force for socio-economic development; take measures to raise the quality of healthcare, education and training; lay emphasis on high-quality workforce development, and attract and use talents.

Develop inclusive social welfare system, with a focus on remote, border, island regions, ethnic-inhabited areas, and vulnerable groups.

The Cabinet will also discuss ways to accelerate public investment disbursement, extension of tax and land rent payment, implementation of Resolution No. 42/NQ-CP on assistance for people affected by the COVID-19 pandemic, among other issue.

Government sets out tasks for new term

HÀ NỘI – Prime Minister Phạm Minh Chính chaired a Government meeting on Thursday, the first Government meeting since new Cabinet members were elected early this month, to set out tasks for the new term.

During the day-long event, participants discussed the Government’s action plan to implement the resolution of the 13th National Party Congress, the Government’s working regulations, the disbursement of public investment, COVID-19 prevention and control, and the vaccination programme.

The preparations for the elections of deputies to the 15th National Assembly and all-level People’s Councils for 2021-26, along with the organisation of the national high school examinations, were also under consideration.

Given the context of the COVID-19 pandemic that affected the national growth rate in the first quarter (only 4.48 per cent), Prime Minister Chính said the workload of the new cabinet was very difficult and the Government would start its work immediately.

He called for solidarity and building a transparent Government with discipline and drastic actions. The people and businesses are regarded as the core of the Government’s activities to ensure every person enjoys social advances and equality.

He urged every cabinet member to make efforts to strongly take action and work effectively.

“Every cabinet member must set themselves as examples and be humble and willing to listen to various sides,” he told the meeting.

According to the Prime Minister, the Government will strengthen decentralisation and uphold the responsibilities of collectives and individuals. It looks to maintain an environment of stable peace and extensive international integration for development. The Government’s activities will follow resolutions of the Party, National Assembly and Government and the Government will work closely with mass organisations to mobilise national power.

The PM asked ministries and sectors, especially heads of ministries and sectors, to take full responsibility for public investment disbursement. The Ministry of Planning and Investment must review the disbursement and propose solutions to disburse investment at a high rate and in an effective manner.

The health ministry has been ordered to study and finalise the proposal on vaccine passports and create mechanisms to facilitate organisations and businesses to be qualified to buy vaccines.

Regarding preparations for the election of deputies to the 15th National Assembly and people’s councils for the 2021-26 tenure in May, Chính asked relevant agencies and local authorities to step up inspection and ensure public safety and order. —
