Nguyen Van Nen elected as secretary of Ho Chi Minh City Party Committee

The chief of a central office under the Communist Party of Vietnam was elected as secretary of the Ho Chi Minh City Party Committee on Saturday.

Nguyen Van Nen, former chief of the Communist Party of Vietnam Central Committee Office, will head the municipal Party Committee in 2020-25, according to information announced at a press meeting late the same day.

Nen was elected by delegates at the 11th Congress of the Ho Chi Minh City Party organization, with 100 percent approval. This election makes him the city’s top official.

The five-yearly congress is slated to last from Wednesday to Sunday.

Nen was a police officer in Tay Ninh Province, about 90km northwest of Ho Chi Minh City, from 1975 to 1985.

He ascended the ranks in the police force and administrative apparatus in Tay Ninh from 1985 to 2006, when he was voted as chairman of the Tay Ninh People’s Committee.

The official was named Party secretary of the province in September 2010 and took the post until July 2011.

He became Minister-Chairman of the Government Office in November 2013.

Nen was appointed as chief of the Communist Party of Vietnam Central Committee Office in February 2016.

He has four deputies in the Ho Chi Minh City Party Committee now, including Tran Luu Quang, Nguyen Thi Le, Nguyen Thanh Phong – who is chairman of the municipal People’s Committee – and Nguyen Ho Hai.

Việt Nam-US relation has developed deeply after 25 years: PM

HÀ NỘI – After 25 years, the US-Việt Nam relationship developed and deepened, said Prime Minister Nguyễn Xuân Phúc.

He made the statement at a meeting with US Secretary of State Mike Pompeo in Hà Nội yesterday.

PM Phúc expressed his thanks to US President Donald Trump and the US Government for their practical support in responding to the COVID-19 pandemic and the recent flooding in the central region.

Pompeo sent his condolences for the losses and damage caused by the disaster.

He appreciated the results of his talks with Deputy Prime Minister and Foreign Minister Phạm Bình Minh, affirming that the US attached great importance to the comprehensive partnership with Việt Nam, on the principle of respect for each other’s independence, sovereignty, territorial integrity and political system.

The US committed to promoting deeper, stable and more solid relations with Việt Nam in the future, he said.

The US Secretary of State said that the US supported ASEAN’s central role in Southeast Asia, and wished to promote the ASEAN-US strategic partnership and the Mekong-US partnership.

Prime Minister Phúc welcomed the two sides’ decision to continue the effective implementation of the Action Plan towards a harmonious and sustainable trade balance. He also emphasised the importance of energy cooperation in bilateral relations.

The PM said Việt Nam was committed to set up an open, transparent investment and business environment, creating favourable conditions for enterprises from other countries, including those from the US to develop business in the country.

PM Phúc and US Secretary of State Pompeo shared a positive assessment of the results of the Indo-Pacific Business Forum that took place in Hà Nội on October 28-29.

The US Secretary of State said enterprises of the two countries had signed commercial contracts with high value in the fields of energy infrastructure, supply of industrial equipment, information technology as well as government measures, contributing to improving the trade relationship. –

US committed to support a strong, prosperous, and independent Việt Nam: Pompeo

HÀ NỘI — US Secretary of State Mike Pompeo on Friday reaffirmed the US support for a strong, prosperous, and independent Việt Nam with an increasingly expanded role in the region.

He was speaking during the talks with Vietnamese Deputy Prime Minister and Minister of Foreign Minister Phạm Bình Minh in Hà Nội, as part of his five-day Asia tour, as the two countries marked 25 years of diplomatic relations in 2020.

The US diplomat pledged to maintain stable cooperation with Việt Nam to elevate bilateral ties in practicality, confidence, effectiveness, and sustainability, making positive contributions to regional and global security, peace, cooperation, and development.

During the talks, Vietnamese foreign minister Minh praised the flexibility with which the two countries have conducted activities – including exchanges between the high-level leaders – to commemorate the 25th anniversary of diplomacy amid challenges caused by the COVID-19 pandemic.

Foreign minister Minh thanked the US Government for delivering timely and practical support for Việt Nam in the fight against COVID-19 and the recent floods in central Việt Nam, including the two million dollars in aid from the US Agency for International Development (USAID).

Minh affirmed that Việt Nam attached great importance to its comprehensive partnership with the US, expressed his pleasure at the positive and comprehensive development of the bilateral relationship in areas from politics and diplomacy, economy and trade, security and defence, to people-to-people exchanges.

The US Secretary of State highly valued the deepening of comprehensive partnerships on the basis of respect towards each other’s independence, sovereignty, territorial integrity, and political system.

The two sides also exchanged views on measures to further advance relations between the two countries in the future, with priority given to expediting the resumption of regular delegation exchanges, especially at high levels, strengthening humanitarian cooperation and addressing the consequences of the war, contributing to the building up of trust between the two countries and continuing to facilitate the bolstering of bilateral trade and investment relations in the spirit of mutual benefits.

Vietnamese foreign minister Minh welcomed the two sides’ effective work towards a “sustainable and harmonious” trade balance, stressing the potentials of the energy sector in the bilateral ties.

He reaffirmed the Vietnamese Government’s commitment to creating a conducive investment and business environment for US enterprises to operate “successfully and for long” in Việt Nam.

Pompeo expressed his pleasure at the measures that Việt Nam had carried out towards trade balance, the multiple important economic deals between the two countries, and pledged support for the two countries’ efforts at dialogues and consultation to build a sustainably growing commerce relationship.

Regarding regional issues of mutual concern, Deputy PM Minh requested support from the US for ASEAN centrality and solidarity, elevate the strategic partnership between the US and ASEAN.

Pompeo said Việt Nam had performed admirably as the chair of ASEAN this year as well as its non-permanent seat on the United Nations Security Council for the 2020-21 term and expressed the wish for the two sides to continue to boost coordination in handling common challenges, to contribute to the maintenance of the peace, stability, security and development on regional and global level.

Việt Nam is one of the US’ fastest growing markets and the US is one of Việt Nam’s largest economic partners, with bilateral trade reaching $81 billion. —

Without policies to encourage talented people, VN cannot develop

Commenting on the draft documents of the 13th Party Congress, many experts said that to make a breakthrough, Vietnam must have an elite team, and without sufficient policies to encourage talented people, Vietnam cannot rise up.

Assoc. Prof, Dr. Vu Van Phuc, Vice Chairman of the Scientific Council of Central Party Agencies, said at a recent seminar that the implementation of three strategic breakthroughs in the period 2011-2020 has achieved important achievements; Vietnam entered the group of developing countries with low average income. However, there are also many limitations and weaknesses, especially the implementation of three strategic breakthroughs that have not been really serious and synchronous, and production capacity, which has not been fully liberated.

Regarding the breakthrough in the socialist-oriented market economy institution, the legal system has been gradually supplemented but it is still not synchronous and is incomplete. The creation of an environment of equal competition among economic sectors in the economy has achieved initial results, but the persistent discrimination that is difficult to erase at many levels is still a barrier for development.

The old illnesses of the state administration have not been basically overcome, plus corruption, wastefulness, and bureaucracy are among the causes that cause people’s distrust.

As for the breakthrough in human resources, education and training, and science and technology have not really been the top national policy, not becoming the most important driving force for development.

According to Mr. Phuc, the draft documents of the 13th Party Congress outline that the three strategic breakthroughs determined by the 11th and 12th Party Congresses are significant, with long-term value, and still valid and will be adjusted and supplemented to be suitable for the specific requirements and conditions of each development stage.

Prof. Dr. Nguyen Trong Chuan, former Director of the Institute of Philosophy, said that the digital transformation revolution and artificial intelligence have placed Vietnam in the face of the greatest challenge of the era.

“If we are still slow, we will never be able to catch up, let alone exceed a fair income,” he said. Therefore, the first breakthrough is not the market economy, but human resources and the elite, he said. “Do we have an elite class yet?” he asked.

The former head of the Institute of Philosophy noted that if there is no elite class, Vietnam should not talk about any revolution, even in scientific research and in the headquarters. Without creativity, Vietnam cannot develop, he stressed.

To make breakthroughs, Vietnam must have an elite team. A country that does not have the policies to encourage truly talented people cannot rise up, he said.

Assoc. Prof, Dr. Tran Quoc Toan, senior expert, member of the Central Theoretical Council, proposed four breakthroughs. In particular, the first breakthrough must be a breakthrough in development thinking in the relationship between politics and economy, culture and society; and thinking about international integration.

Toan noted that the recent speech by Party General Secretary and Vietnam President Nguyen Phu Trong emphasized two points: innovation of thinking and institutions.

The three other breakthroughs, according to Toan, are synchronous institutions in politics, economy, social culture and environment; the development of science and technology; and the development of high-quality human resources.

“Among these four breakthroughs, human development is the breakthrough of all breakthroughs,” Prof. Toan said.

Three strategic breakthroughs in the draft Political Report submitted to the 13th Party Congress:

– To synchronously complete development institutions, first of all, the institutions for the development of the socialist-oriented market economy. Focusing on completing synchronous, quality and organizing well the implementation of the legal system, mechanisms and policies in order to create a favorable, healthy and fair investment and business environment; mobilize, manage and use effectively all resources for development, especially land and finance; implement decentralization reasonably and effectively, at the same time enhancing inspection, supervision and control of power.
– Developing human resources, especially high-quality human resources; prioritize the development of human resources for leadership, management and key fields on the basis of improving, creating a fundamental change in the quality of education and training; promote research, transfer, application and development of science – technology, innovation; arousing aspirations for developing a prosperous and happy country, promoting the cultural values and human strength of Vietnam in the cause of national construction and defense.
– Building synchronous and modern infrastructure system in both economic and social terms; give priority to the development of a number of national key transport works, adapt to climate change; attach importance to developing information and telecommunications infrastructure, creating a national digital transformation platform, gradually developing the digital economy and digital society.
