President Nguyen Xuan Phuc’s visit to Singapore achieves great success

The international public opinion and Singapore are highly interested and appreciate the positive results of President Nguyen Xuan Phuc’s visit, which gives new opportunities to further develop the Vietnam-Singapore strategic partnership.

State President Nguyen Xuan Phuc arrived at Noi Bai International Airport in Hanoi on late February 26, wrapping up a State visit to Singapore at the invitation of his counterpart Halimah Yacob.

In a recent media interview following the visit, Deputy Foreign Minister To Anh Dung stated that Nguyen Xuan Phuc’s State visit to Singapore has contributed to carrying out the nation’s foreign policy set forth at the 13th National Party Congress which give priority to comprehensive development of relations with neighboring countries and ASEAN, including Singapore.

Singapore is an important strategic partner of Vietnam, especially in economic, trade and investment cooperation, with the island-city state having just risen to become the second largest FDI investor in Vietnam.

The visit is the first direct high-level delegation exchange between the two countries after more than two- year hiatus due to the COVID-19 pandemic, Dung went on to say.

President Phuc is also the first foreign head of state to make a visit to Singapore since the initial outbreak of the pandemic.

According to Dung, the visit contributes to strongly promoting the strategic partnership with Singapore, strengthening the confidence of friends, international partners, and Vietnamese people at home and abroad in terms of guidelines, policies, future development of Vietnam, thereby creating trust and encouraging Singaporean businesses to do long-term business and expand investment in Vietnam.

During the talks and meetings, the two countries’ leaders exchanged views on a host of issues in a comprehensive, profound, substantive manner and in the spirit of trust and mutual understanding.  The outcomes of this visit will add fresh to the Vietnam – Singapore strategic partnership, bringing practical benefits to the people and business communities of the two countries, actively contributing to the building of a strong and united ASEAN Community for the sake of peace, stability and cooperation, mutual development in the region and the wider world.

To Anh Dung said that, with a busy schedule of nearly 30 activities, the Vietnamese State leader had face-to-face discussions with all highest-ranking leaders of Singapore, and met with leaders of leading international and Singaporean groups and business representatives. He also held meetings with the Vietnamese community, and leaders of ministries, sectors and localities which have activities with Singaporean partners in order to exchange specific cooperation contents.

The visit has achieved very comprehensive and sustentative results of strategic significance.

The two sides reached a high consensus on major orientations to further deepen their cooperation in a multitude of fields, and issued a joint press statement on strengthening the strategic partnership and cooperation for post-pandemic recovery.

They signed five bilateral cooperation documents in the fields of defence, economy-trade, intellectual property, digital economic cooperation and people-to-people exchange. They also agreed on measures to strengthen the relationship by intensifying delegation exchanges at all levels, effectively implementing bilateral cooperation mechanisms and promoting key areas of cooperation within the framework of the Vietnam-Singapore Economic Connectivity Agreement which focuses on innovation, digital transformation, digital economy, green and sustainable development towards connecting the two economies on a digital platform.

The visit makes an important contribution to attracting resources for economic recovery and at the same time sending to Singaporean and international businesses and investors a message of Vietnam’s determination and strong commitment to promote production and business in the “new normal”, continue to boost reform, and create favorable conditions for investors to do business in Vietnam.

Within the framework of the visit, the two sides signed and exchanged 29 memorandums of understanding and cooperation documents worth more than US$11 billion between Vietnamese localities and businesses with Singapore and foreign partners in various field such as trade, innovation, smart industrial park development, airport infrastructure, logistics, renewable energy, school construction, and environmental treatment.

Speaking at the Vietnam – Singapore Business Dialogue with the participation of leaders of nearly 100 major groups and enterprises of the two countries,  President Phuc applauded their practical and effective contributions while encouraging their investment expansion in areas where Vietnam needs, thereby actively contributing to the nation’s sustainable socio-economic development.

Singaporean businesses all expressed their confidence in the increasingly improved business and investment environment in Vietnam, affirming that they will continue to do long-term business and expand investment in the nation.

The visit affirms Vietnam and Singapore are reliable strategic partners in many regional and international issues of mutual concern by agreeing to closely coordinate at international and regional forums, especially at the United Nations and ASEAN, while emphasizing the importance of maintaining ASEAN’s solidarity unity, and central role.

Both sides shared views on maintaining peace, security, stability, safety, and freedom of navigation and overflight in the waters. Both underlined the importance of the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and of negotiations to finalise a substantive and effective Code of Conduct (COC) in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The visit’s success is believed to help consolidate the political trust and strategic partnership between the two countries and take bilateral ties to new heights.

Japan, Ho Chi Minh City a role model for cooperation: city chairman

Ho Chi Minh City is expected to become the cooperation model between Vietnamese localities and Japan, Phan Van Mai, chairman of the Ho Chi Minh City People’s Committee, said at a ceremony on Wednesday to mark the 50th milestone of Vietnam-Japan relationship.

“The speed and level of development of this bilateral relationship have been truly astonishing, substantial, and reassuring,” Mai said at the event.

According to Mai, as Japan continues fostering connections with the Mekong region and promoting its vision of a free and open Indo-Pacific, Ho Chi Minh City can serve as an important link allowing the regional supply and value chains to be enhanced and a just, stable, and viable regional security architecture to be ensured. 

Also at the event, Japanese Consul General in Ho Chi Minh City Ono Masuo claimed that the relationship between the two nations is now in an extremely good place with friendship and cooperation deepening at all levels, particularly in the realms of the economy, politics, culture, and sport.

“The relationship between Vietnam and Japan is  becoming more equal and interdependent, rather than the former relationship of being the donor and the recipient of aid,” Masuo said.

To date, Japan has over 1,600 projects with a total capital of nearly $8.2 billion in the city.

Ho Chi Minh City-Japan trade turnover in 2022 reached nearly $5.1 billion.

These impressive growth rates have elevated Japan to be Ho Chi Minh City’s third largest investor and fifth largest trading partner.

Making use of leveraging of the policies, Mai shared expectations that Ho Chi Minh City will continue receiving advice, support, and collaboration from Japanese partners in order to help it break through on the regional and global growth map.

He also noted that Japanese investors are expected to step up investments and help Ho Chi Minh City hone its competitive edges in transportation, production infrastructure, logistics, healthcare, and urban development.

In addition, fields such as digital economy development, innovation, green growth, circular economy, and new energy hold the promise of expanding cooperation opportunities between both sides.

In particular, Ho Chi Minh City hopes to work with the Japan International Cooperation Agency (JICA) to build new models for Official Development Assistance (ODA) that exemplify the dynamic combination of JICA’s ODA, the city’s budget, investments from businesses, and contributions from service users.

Vietnamese PM rings opening bell at NYSE

Vietnamese Prime Minister Pham Minh Chinh visited the New York Stock Exchange (NYSE) in New York City on Thursday morning (local time) and rang the bell to mark the start of the stock trading day.

The top Vietnamese official paid his NYSE visit at the invitation of NYSE leaders.

NYSE vice chairman John Tuttle and PM Chinh spoke briefly before the Vietnamese Premier rang the opening bell at 9:30 am.

PM Chinh said that he was honored to be invited to the NYSE building for the second time to ring the bell.

He also shared that he was impressed by the stock exchange’s current capitalization of US$40,000 billion.

PM Chinh last visited the NYSE, the largest stock exchange in the world, in May 2022 to ring the closing bell.

The prime minister proposed the NYSE encourage U.S. firms to make investments in Vietnam and help connect the Vietnamese stock exchanges with the NYSE and other top stock exchanges worldwide.

PM Chinh also assigned the State Securities Commission of Vietnam to partner with the NYSE to sign a memorandum of understanding on technical support and human training.

The Vietnamese government leader expects to host NYSE leaders in Vietnam by the end of the year.

Tuttle used the opportunity to share his appreciation for the Vietnamese market, noting that U.S. firms have shown much interest in Vietnam.

He affirmed that the NYSE is willing to help Vietnamese enterprises list their stocks on the exchange.

The NYSE representative also told the prime minister that he will visit Vietnam as soon as possible.

PM Chinh and a high-ranking delegation of Vietnam are on a visit to the United States to attend the high-level General Debate of the 78th United Nations General Assembly (UNGA) session and other activities.

His U.S. trip, which is set to last until Saturday, was made following the upgrade of the Vietnam – U.S. relationship.

Vietnam and the U.S. announced the elevation of their bilateral relations to comprehensive strategic partnership, the highest level in the Southeast Asian country’s international relations, after talks between General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and U.S. President Joe Biden in Hanoi on September 10.

Japanese Crown Prince visits late President Ho Chi Minh’s stilt house

Japanese Crown Prince Akishino and Crown Princess Kiko, together with Vice-State President Vo Thi Anh Xuan, paid a visit to late President Ho Chi Minh’s stilt house and fish pond on Thursday morning.

Their jaunt was taken after talks between the top Vietnamese official and Japan’s crown prince.

Vice-State President Xuan chaired a welcome ceremony for Akishino and Kiko at the Presidential Palace in Hanoi on Thursday morning.

The stilt house and fish pond are situated in the late President Ho Chi Minh relic site. These places were the late president’s living and working space.

The visit to the relic site was part of Akishino’s ongoing Vietnam trip, which will last until Monday next week.
