State Audit detects misspending of over US$15 billion in 2016-20

State audit activities have been essential in perfecting legal framework, making great contribution to the fight against corruption and waste.

During the 2016-21 period, the State Audit of Vietnam (SAV) detected misspending of over VND353.7 trillion (US$15.32 billion), of which VND237.57 trillion (US$10.3 billion), or 73.6% of the total, was recovered for the state budget.

State Auditor General Ho Duc Phoc revealed the figure at a meeting of the National Assembly’s Standing Committee on the performance of state audit in the 2016-21 period on January 12.

“State audit activities have been essential in perfecting legal framework and contributed to the fight against corruption and waste,” stated Mr. Phoc at the meeting, saying it helps ensure greater efficiency in the use of public asets.

According to Mr. Phoc, the SAV also proposed to revise, replace or remove 786 obsolete legal documents, a key task to ensure a healthy environment for the national financial state.

Since 2018, the SAV started the process of digitalizing audit documents, with more than seven million pages of documents being digitalized so far, he noted.

Chairman of the National Assembly’s Committee for Financial and Budgetary Affairs Nguyen Duc Hai said the SAV as an agency established by the National Assembly has been an essential instrument of the state in supervising the management and use of public assets.

Among major issues, Mr. Hai noted the number of documents properly addressed by related agencies and ministries under the recommendation of the SAV remains modest at 136 out of 786.

“Strong measures are required for those that do not adhere to the SAV’s request,” Mr. Hai suggested.

Mr. Hai also pointed to the disclosure of audit report at state agencies should become a common practice.

The Chairman of the Committee for Financial and Budgetary Affairs also urged the necessity to prevent the overlapping in supervision activities between the SAV and other inspection agencies. Hanoitimes

Top leader holds phone talks with new Secretary General of Lao People’s Revolutionary Party

HÀ NỘI — Party General Secretary and State President Nguyễn Phú Trọng held phone talks with the newly-elected General Secretary of the Lao People’s Revolutionary Party (LPRP) Central Committee Thongloun Sisoulith on January 16.

During the talks, Trọng congratulated the LPRP on the successful organization of the 11th National Congress and Sisoulith on his election to the Party General Secretary post.

He expressed his hope that under the leadership of the LPRP and General Secretary Sisoulith, Lao people will gain greater achievements in the national building and defence and renewal cause.

Sisoulith, in turn, thanked Vietnamese leaders for sending congratulatory messages to the LPRP and him, and briefed Trong on the outcomes of the just-ended 11th National Party Congress of Laos.

He also showed his belief that under the leadership of the Communist Party of Việt Nam, the country will reap more fruits and successfully organise the upcoming 13th National Party Congress.

The Vietnamese leader spoke highly of the outcomes of Laos’ 11th Congress, stressing that this is an important milestone in the country’s development process and a great encouragement for Vietnam during its preparation and organization of the 13th National Party Congress.

He affirmed Việt Nam’s strong and comprehensive support for Laos’ national building and safeguarding and renewal cause.

Both leaders showed their delight at the constant development of the Việt Nam-Laos special solidarity, which has benefited the two countries’ people.

Continuously consolidating and developing the great friendship, special solidarity and comprehensive cooperation between the two countries is a strategic mission crucial to the protection of national independence, sovereignty and territorial integrity and socialism building in each country, thus contributing to peace, stability, cooperation and development in the region and the world, they emphasized.

They also vowed to do their utmost to protect and foster the special relations in any circumstances.

Both leaders invited each other to visit their respective countries at an appropriate time.

Prime Minister Nguyễn Xuân Phúc also extended congratulations to the new General Secretary of the Lao party. —

At a New Year gathering in Hanoi, Dung highlighted their contributions to enhancing cultural links and mutual understanding between Vietnam and peoples worldwide.

In his remarks, the deputy minister reviewed the major political and socio-economic achievements Vietnam recorded last year, saying it successfully performed its role as ASEAN Chair 2020 and non-permanent member of the UN Security Council for 2020-2021.

Bilateral and multilateral diplomacy has been strengthened both online and in-person, he said. Vietnam has also enhanced economic ties through the implementation of major trade deals like the EU-Vietnam Free Trade Agreement (EVFTA) and the Regional Comprehensive Economic Partnership (RCEP).

The country also saw positive outcomes in protecting citizens overseas amidst COVID-19, land border marker planting and demarcation, territorial sovereignty protection, and cultural diplomacy, he went on.

Dung said fact-finding trips to localities were organised for foreign reporters, cultural and press attachés, and representatives of foreign agencies in Vietnam during the year, in an effort to promote local potential.

Many have expressed a belief that Vietnam will become a bright spot in economic growth post-COVID-19, contributing significantly to peace, stability and development in the region and the world at large./.VNA

Party Central Committee convenes 15th plenum

The 12th Party Central Committee convened its 15th plenum in Hanoi on January 16 under the chair of Party General Secretary and State President Nguyen Phu Trong.

The plenum will focus discussions on personnel work in connection with the Party Central Committee, the Politburo and the Secretariat, as well as key leading positions in the 13th tenure.

The conference is also scheduled to approve a report of the 12th Party Central Committee on personnel work related to the Party Central Committee in the 13th tenure and another on documents to be submitted to the 13th National Party Congress.

At this plenum, the Politburo is to submit draft lists of the Presidium, the Secretarial Delegation and the Commission for Verifying Eligibility of Delegates of the 13th National Party Congress. The Party Central Committee will give opinions and approve the lists, which will then be submitted to the 13th congress for consideration and approval.

The 15th plenum is of special significance as it will discuss and make decisions on remaining preparatory work for the successful organization of the 13th National Party Congress.
