Vietnamese defense minister meets Cambodian, Chinese counterparts in Cambodia

Vietnamese Minister of National Defense General Phan Van Giang met Cambodian Deputy Prime Minister and Defense Minister Tea Banh and Chinese Defense Minister Wei Fenghe on the sidelines of ASEAN meetings in Cambodia on Monday.

Minister Giang is in Cambodia from Monday to Wednesday for the ASEAN Defense Ministers’ Meeting (ADMM) Retreat, the ninth ADMM Plus, and the ASEAN-U.S. and ASEAN-India defense ministers’ informal meetings, the Vietnam News Agency reported.

During their conversation, Minister Giang and Minister Tea Banh discussed a number of regional and global issues, and sought ways to further promote their countries’ partnership in the future.

They agreed to foster the cooperation between the two defense ministries, thus making contributions to the success of the Vietnam-Cambodia Friendship Year in 2022.

Giang congratulated the Ministry of National Defense of Cambodia for successfully hosting the ASEAN military-defense meetings for 2022, and expressed his belief that the ADMM Retreat and the ninth ADMM Plus will also be a success, making important contributions to maintaining the central role of the ASEAN.

He also invited Minister Tea Banh to visit Vietnam for the International Defense Expo that Vietnam will host for the first time in December.

During his meeting with Chinese Defense Minister Wei Fenghe on the same day, Minister Giang congratulated China on the success of the 20th National Congress of the Communist Party of China.

Wei affirmed that the defense partnership is one of the important factors in the friendship and cooperation between the two Parties and states, ensuring benefits for the two peoples as well as peace, stability, cooperation, and development in each country, the region, and the world.

The two ministers agreed that defense cooperation between the two countries has been maintained with flexible and effective forms despite COVID-19 impacts.

They underlined the need to increase the exchange of delegations at all levels, effectively implement existing cooperation mechanisms, boost collaboration in political affairs, and enhance cooperation between the armed forces, academies, and schools.

The two ministers also agreed to deal with international issues related to the two countries with a strategic view to common interests and through peaceful measures in line with international law.

Giang affirmed Vietnam’s consistent policy of settling sea-related issues through peaceful measures in conformity with international law, including the UN Convention on the Law of the Sea (UNCLOS) 1982.

He also stressed the significance of the Declaration on the Conduct of Parties in the East Vietnam Sea (DOC) and the building of a substantive and effective Code of Conduct in the maritime area.

The two ministers also concurred on fostering defense cooperation to realize collaboration contents reached by high-ranking leaders of the two sides during Party General Secretary Nguyen Phu Trong’s visit, thus boosting the Vietnam-China comprehensive strategic cooperative partnership in a healthy and stable manner.

Vietnamese prime minister hints at defense cooperation during visit to Turkish Aerospace Industries

Vietnam’s Prime Minister Pham Minh Chinh alluded to defense cooperation during his visit on Thursday to Turkish Aerospace Industries (TAI), a major manufacturer of aerospace products and services based in Ankara, the capital city of Turkey.

Representatives of Turkey and TAI briefed PM Chinh on strengths of Turkey’s defense industry.

According to them, TAI is a leading Turkish defense company that engages in the design, development, modernization, manufacturing, integration, and life cycle support of integrated aerospace systems.

Among its manufacturing plants, TAI has a modern aircraft manufacturing facility with hi-tech machines and equipment. 

TAI’s main products range from high-resolution national reconnaissance satellite Göktürk-2, medium-range twin-engined transport aircraft CASA/IPTN CN-235 to unmanned aerial vehicles.

A TAI leader said the company looks to strengthen its cooperation with Vietnam in some projects and cooperation events launched earlier.

Last year, TAI representatives attended the Vietnam International Defense Exhibition hosted by the Vietnamese Ministry of National Defense. 

PM Chinh said that Turkey had experienced tough periods during which it was restrained from cooperating with other countries.

After that, Turkey made huge efforts to develop its defense industry based on advanced technology, with its heavily-invested aviation sector able to satisfy domestic demand and the need for export.

The Vietnamese cabinet leader thanked Turkey for supporting and collaborating with Vietnam in the defense industry.

Vietnam is fully aware that its key mission is to firmly protect its independence, sovereignty, unity, and territorial integrity, PM Chinh asserted.

To do so, Vietnam needs to modernize the defense industry using modern and practical approaches in line with the country’s national defense and military strategies, he said.

The top Vietnamese official proposed that both sides explore the possibility of fostering their cooperation based on each side’s demand and ability, especially in the defense industry.

Vietnamese PM Pham Minh Chinh arrives in Dubai for COP28

Vietnam’s Prime Minister Pham Minh Chinh arrived in the United Arab Emirates (UAE) early Friday morning (Vietnam time) to attend the 28th United Nations Climate Change Conference of the Parties (COP28) and other activities at the invitation of the UAE government.

The Vietnamese government leader and his wife Le Thi Bich Tran, along with their entourage, were welcomed at Al Maktoum International Airport in Dubai by representatives from the COP28 organizers and the UAE Ministry of Foreign Affairs.

UAE Ambassador to Vietnam Bader Almatrooshi and Vietnamese Ambassador to the UAE Nguyen Manh Tuan were present at the reception.

Upon his arrival, PM Chinh had talks with UAE Minister of Human Resources and Emiratization Abdulrahman Al Awar as well as UAE Minister of Economy Abdulla Bin Touq Al-Marri before attending the COP28, which opened the same day in Dubai and will last until December 12.

The event is expected to draw around 70,000 participants, including government leaders from 197 countries, EU officials, heads of non-governmental organizations, business representatives, youth delegates, and other related parties. 

The COP28, for which the UAE has the presidency, “is a decisive moment to act on climate commitments and prevent the worst impacts of climate change,” according to a press release from the UN Framework Convention on Climate Change (UNFCCC).

The conference takes place as this year is already known to be the hottest period ever recorded in humankind, “as the impacts of the climate crisis wreak unprecedented havoc on human life and livelihoods around the world,” the UNFCCC said.

At the event, PM Chinh will reaffirm Vietnam’s determination to strengthen international cooperation in climate change response, as well as the country’s relevant commitments including its 2050 net-zero emissions target, according to ambassador Tuan.  

As part of his four-day trip, Chinh will attend and speak at the World Climate Action Summit, scheduled for December 1-2 within the framework of the COP28.  

The PM will join General Director of UK-based Standard Chartered Bank Michele Wee in co-chairing an event to mobilize funds for the implementation of Vietnam’s commitments on climate change.

Chinh will also deliver a speech at the announcement ceremony for Vietnam’s Resource Mobilization Plan (RMP) under the Just Energy Transition Partnership (JETP) announced by Vietnam and the International Partners Group last year, as part of the JETPs that serve as financing mechanisms between developed and developing countries in which the former provide funding for the latter to transition to green energy.

Among tens of other activities, the Vietnamese government chief will witness the signing of memorandums of understanding between the Vietnamese Ministry of Natural Resources and Environment and its partners, and between Vietnamese businesses and banks with their counterparts.

He will also speak at the Vietnam-UAE Business Forum and meet with many leaders of international organizations and large corporations of the UAE.

Since the 2021 COP26 summit, where PM Chinh pledged that Vietnam would achieve net-zero emissions by 2050, the country has launched a series of relevant action programs, including the establishment of a national steering committee to fulfill Vietnam’s COP26 commitments.

Regarding the relationship between Vietnam and the UAE, whose diplomatic relations were set up 30 years ago, Ambassador Tuan said that the PM’s ongoing trip to the Middle East country will help lift the bilateral cooperation in multifaceted fields to a new height, according to the Vietnam News Agency

The visit, along with Chinh’s recent trip to Saudi Arabia, will contribute to promoting Vietnam’s ties with Gulf countries, bringing the UAE and other member countries of the Gulf Cooperation Council closer to the Southeast Asian nation, Tuan said.

Vietnamese PM receives Turkish ministers

Vietnamese Prime Minister Pham Minh Chinh hosted separate receptions for Turkish Minister of Treasury and Finance Mehmet Simsek as well as Minister of Industry and Technology Fatih Kacir on Thursday during his visit to Turkey from Wednesday to Thursday.

At the reception for Minister Simsek, PM Chinh stressed that Vietnam and Turkey hold strategically important geographical positions and can support each other in connecting with large markets in Europe, the Middle East, Africa, and Asia.

There is much room left for further cooperation between the two nations whose economies can complement each other, but the number of their cooperation frameworks remains modest, the top Vietnamese official said.

PM Chinh suggested Minister Simsek continue his active contributions to effectively enhance bilateral economic ties, especially facilitating negotiations on the Vietnam – Turkey Free Trade Agreement (FTA), removing trade barriers to Vietnamese export products, and recognizing the market economy status of Vietnam.

Minister Simsek said that the Vietnam-Turkey relations have many favorable conditions to advance further.

The senior Turkish official affirmed that Vietnam remains one of Turkey’s priority economic partners in Asia and hoped that both nations will strengthen multifaceted cooperation in the upcoming time.

Minister Simsek underlined the need for the two countries to jointly bolster air links, visa policies, and open branches of Turkish commercial banks in Vietnam.

The Turkish minister suggested reducing the number of remedy measures to bolster trade cooperation, studying the possibility of initiating FTA negotiations to achieve a balance of trade and establish stronger cooperation frameworks in the years to come, and encouraging Turkish enterprises to engage more in investment and infrastructure development projects in Vietnam.

During his reception for Minister Kacir, the Vietnamese government leader affirmed that Vietnam wishes to beef up cooperation with Turkey in the national industrialization process and pledges support for Turkish enterprises in doing business in the Southeast Asian nation.

PM Chinh proposed the Turkish side mull over the possibility of making investment in and sharing its experience to operate hi-tech parks and industrial zones in Vietnam.

Minister Kacir stated that Turkey likes to bolster its cooperation with Vietnam in the fields of industry, hi-tech, automation, national defense, automobile manufacturing, and others.

According to his suggestions, Turkish electric carmakers and their Vietnamese partners should boost further cooperation. He said that it is a new yet highly potential sector.

He also suggested both sides continue completing legal frameworks to pave the way for the two countries’ cooperation activities in the upcoming period.
