Vietnamese leaders welcome Cambodian Deputy PM

HÀ NỘI — Party General Secretary Nguyễn Phú Trọng received Vice President of the Cambodian People’s Party who is also Deputy Prime Minister of Cambodia Men Sam An in Hà Nội on Friday.

She expressed delight to visit Việt Nam and attended the ceremony held to celebrate the 55th anniversary of the diplomatic relations between the two countries.

She congratulated the Vietnamese people on the great achievements gained and expressed her belief that under the leadership of the Vietnamese Communist Party, led by Party General Secretary Trọng, the Vietnamese people would continue harvesting greater achievements.

She stressed that over the past 55 years, the Party and people of the two countries had always stood side by side. She thanked the Party, State, Army and people of Việt Nam for their support and assistance for Cambodia during its national liberation cause, saving Cambodia’s people from the genocidal threat, as well as during the national construction and development process. 

The Cambodian Deputy PM also expressed delight at the all-faceted development of the good neighbourly relationship, traditional friendship, and comprehensive and long-term sustainable cooperation between Cambodia and Việt Nam.

For his part, Party General Secretary Trọng spoke highly of the important meaning of the Việt Nam-Cambodia Friendship Year, particularly the 55th anniversary of diplomatic relations, marking a new page in bilateral relations.

He congratulated Cambodia for gaining important achievements and expressed his belief that the Cambodian People’s Party and people will continue to reap new achievements.  

The Party leader expressed his pleasure at the continuous development of the Việt Nam-Cambodia relations and thanked the Party and people of Cambodia for standing side by side and supporting Việt Nam during its revolutionary period. 

He also stressed the meaning of the solidarity and mutual support between the parties and peoples of Việt Nam, Laos and Cambodia. He proposed the three parties and three countries continue promoting cooperation toward the orientation set by their leaders. 

Meeting with PM

Later the same day, Prime Minister Phạm Minh Chính received Vice President of the Cambodian People’s Party and Deputy Prime Minister of Cambodia Men Sam An.

PM Chính congratulated Cambodia on its achievements gained in recent years, particularly in COVID-19 prevention and control and socio-economic development as well as in assuming the role as 2022 ASEAN Chair. 

He expressed delight at the positive development of the two countries. Two-way trade turnover in the first five months of 2022 reached US$5.44 billion, a year-on-year increase of 19 per cent.

Cooperation in the fields of national defence, security, education and training and transport continued to be promoted.  

On the basis of treaties and agreements reached, the two sides were actively coordinating to implement the demarcation and planting of landmarks on the land border, with 84 per cent of the line already completed, and talks on the remaining 16 per cent underway. 

Cambodian Deputy PM Men Sam An spoke highly of the development of the relations between the two countries and said she would continue to strive to contribute to boosting the friendship between the two nations. —

Vietnam’s top legislator join talks with Speaker of the Philippine House of Representatives

Vietnamese National Assembly Chairman Vuong Dinh Hue joined talks with Speaker of the Philippine House of Representatives Martin Romualdez in Manila on Wednesday.

The conversation took place right after a welcoming ceremony for Chairman Hue at the House of Representatives’ headquarters, within the framework of his official visit to the Philippines from Wednesday through Friday, the Vietnam News Agency reported.

Romualdez expressed his belief that the trip will create a new impulse for the two countries’ strategic partnership to develop effectively and substantively in all aspects.

On behalf of the high-ranking Vietnamese delegation, Hue congratulated the Philippines on the successful organization of the general elections last May and Romualdez on his election to the House leadership.

He believed that the resolution on strengthening bilateral cooperation through the Philippine-Vietnam Parliamentarians’ Friendship Society will be an important milestone to further strengthen the relationship between the legislative bodies, as well as the strategic partnership between the two countries in general.

The NA chairman praised the comprehensive achievements that the Philippine government and House of Representatives have obtained in the country’s development over the past years, especially in controlling the COVID-19 pandemic and maintaining high economic growth.

Both the host and guest held that high-level visits and meetings reflect the close ties and political trust between leaders and peoples of the two countries.

They agreed to further strengthen bilateral ties in such areas as politics, diplomacy, trade, and investment.

On this occasion, Chairman Hue invited the Philippine Speaker to visit Vietnam, and Romualdez thanked and accepted the invitation with pleasure.

At the talks, in the presence of the countries’ parliamentarians, a representative of the Philippine House of Representatives read the entire Resolution 571 on enhancing bilateral cooperation through the Philippine-Vietnam Parliamentarians’ Friendship Society.

This resolution received support from the entire House of Representatives.

Vietnam’s top legislator starts official visit to Philippines

Vietnam’s lawmaking National Assembly (NA) Chairman Vuong Dinh Hue arrived in Villamor airbase, Manila on Wednesday, commencing his three-day official visit to the Philippines, the Vietnam News Agency reported.

The visit will run from Wednesday to Friday at the invitation of Senate President of the Philippines Juan Miguel Zubiri.

This is the first official visit to the Philippines by an NA chairperson of Vietnam in 16 years and also the first by a foreign parliamentary leader to the Philippines after the country successfully held the general elections in May and elected new leaders of its House of Representatives and Senate in July.

It also marks the resumption of high-level mutual visits between the two countries after a hiatus caused by the COVID-19 pandemic.

Chairman Hue is expected to discuss with senior leaders of the Philippines measures to promote bilateral cooperation in many fields and deepen the two nations’ strategic partnership.

One of the highlights of the visit is to review and promote the development of legal policies, which will act as a lever for economic cooperation as well as collaboration in issues of mutual concern.

Hue will also attend a trade and investment forum and a number of other activities.

Vietnam and the Philippines established diplomatic relations more than 45 years ago, and the two countries’ strategic partnership has continued to develop positively across all fields.

The two-way trade turnover reached US$6.8 billion in 2021, the highest in the past years, and more than $6 billion in the first nine months of 2022.

Cooperation in agriculture still has a lot of room for development, especially in the context that Vietnam is the leading exporter of agricultural products in the region, while the Philippines is the second-most populous country in ASEAN.

Ties in other areas such as education, tourism, and people-to-people exchanges are gradually recovering after being affected by the COVID-19 pandemic.

Vietnam is currently one of the three strategic partners of the Philippines, along with the U.S. and Japan.

Vietnamese defense minister meets Cambodian, Chinese counterparts in Cambodia

Vietnamese Minister of National Defense General Phan Van Giang met Cambodian Deputy Prime Minister and Defense Minister Tea Banh and Chinese Defense Minister Wei Fenghe on the sidelines of ASEAN meetings in Cambodia on Monday.

Minister Giang is in Cambodia from Monday to Wednesday for the ASEAN Defense Ministers’ Meeting (ADMM) Retreat, the ninth ADMM Plus, and the ASEAN-U.S. and ASEAN-India defense ministers’ informal meetings, the Vietnam News Agency reported.

During their conversation, Minister Giang and Minister Tea Banh discussed a number of regional and global issues, and sought ways to further promote their countries’ partnership in the future.

They agreed to foster the cooperation between the two defense ministries, thus making contributions to the success of the Vietnam-Cambodia Friendship Year in 2022.

Giang congratulated the Ministry of National Defense of Cambodia for successfully hosting the ASEAN military-defense meetings for 2022, and expressed his belief that the ADMM Retreat and the ninth ADMM Plus will also be a success, making important contributions to maintaining the central role of the ASEAN.

He also invited Minister Tea Banh to visit Vietnam for the International Defense Expo that Vietnam will host for the first time in December.

During his meeting with Chinese Defense Minister Wei Fenghe on the same day, Minister Giang congratulated China on the success of the 20th National Congress of the Communist Party of China.

Wei affirmed that the defense partnership is one of the important factors in the friendship and cooperation between the two Parties and states, ensuring benefits for the two peoples as well as peace, stability, cooperation, and development in each country, the region, and the world.

The two ministers agreed that defense cooperation between the two countries has been maintained with flexible and effective forms despite COVID-19 impacts.

They underlined the need to increase the exchange of delegations at all levels, effectively implement existing cooperation mechanisms, boost collaboration in political affairs, and enhance cooperation between the armed forces, academies, and schools.

The two ministers also agreed to deal with international issues related to the two countries with a strategic view to common interests and through peaceful measures in line with international law.

Giang affirmed Vietnam’s consistent policy of settling sea-related issues through peaceful measures in conformity with international law, including the UN Convention on the Law of the Sea (UNCLOS) 1982.

He also stressed the significance of the Declaration on the Conduct of Parties in the East Vietnam Sea (DOC) and the building of a substantive and effective Code of Conduct in the maritime area.

The two ministers also concurred on fostering defense cooperation to realize collaboration contents reached by high-ranking leaders of the two sides during Party General Secretary Nguyen Phu Trong’s visit, thus boosting the Vietnam-China comprehensive strategic cooperative partnership in a healthy and stable manner.
